అంతర్జాతీయ విద్యా దినోత్సవం : 24 జనవరి 2022

రూపాంతరం చెందుతున్న విద్య!

                విద్య చక్కని భవిష్యత్తుకు బాటలు వేస్తుంది. విశ్వ మానవ హక్కులలో విద్యా హక్కు ఒకటి. సతత వికాసానికి సమమైన విద్య మూలాధారం అని అంతర్జాతీయ సమాజం గుర్తించింది. శాంతి, వికాసాలకు విద్య పోషిస్తున్న పాత్రకు గుర్తింపుగా ఐక్య రాజ్య సమితి (యూఎన్ఓ) 2018 డిసెంబర్ 3న ఒక తీర్మానం చేసింది. ఆ తీర్మానం మేరకు ఏటా జనవరి 24వ తేదీని అంతర్జాతీయ విద్యా దినోత్సవంగా పాటిస్తున్నరు. విద్యా దినోత్సవ నిర్వహణ బాధ్యతను యునైటెడ్ నేషన్స్ ఎడ్యుకేషనల్ సైంటిఫిక్ అండ్ కల్చరల్ ఆర్గనైసేషన్ (యునెస్కో) కు అప్పగించింది యూఎన్ఓ. సభ్య దేశాలు తమ పిల్లలందరికి సమ్మిళిత, సమాన, నాణ్యమైన విద్య అందిస్తామని సంకల్ప ప్రకటన చేసినయి.

                కోవిడ్19 కారణాన ప్రపంచవ్యాప్తంగా విద్యా రంగం తీరుతెన్నులే మారిపోయినయి. విద్యాసంస్థలు సమూహాలు ఏర్పడే ప్రదేశాలు. కోవిడ్ కట్టడిలో భాగంగా విద్యా సంస్థలకు నిరవధిక సెలవులు ప్రకటించక తప్పలేదు. ప్రత్యక్ష బోధనకు అంతరాయం కలుగుతున్నందున ప్రత్యామ్నాయ బోధనా రీతులు ముందుకు వస్తున్నయి. వైద్య విద్యలో అసాధ్యం అనుకొన్నా ఆన్ లైన్ విద్యయే శరణ్యం అయింది. అందుకేనేమో యునెస్కో ఈ యేటి విద్యా దినోత్సవానికి “చేంజింగ్ కోర్స్ - ట్రాన్స్‌ఫార్మింగ్ ఎడ్యుకేషన్” అనే నినాదాన్ని ఎంపిక చేసింది. తరగతి గదులకు బదులు మొబైల్ స్మార్ట్ ఫోన్‌లు, టాబ్లెట్‌ కంప్యూటర్‌లు, పర్సనల్ కంప్యూటర్‌లలో పాఠాలు నేర్చుకోవలసి వస్తున్నది. కనుక పుస్తకాలతో పాటు ఆయా వస్తువులను కూడా సముపార్జించుకోవలసి ఉంటున్నది. విద్యుత్, ఇంటర్నెట్ వంటి ఇతర అవసరాలు సరేసరి. పేద మధ్య తరగతి వర్గాలకు ఇది భారంగా పరిణమించింది. ఉపాధ్యాయులు కూడా ప్రత్యామ్నాయ బోధన పద్ధతులను నేర్చుకొనవలసి వచ్చింది. విద్యార్థులను గూగుల్ క్లాస్ రూం, మూడుల్ ద్వారా పాఠశాలతో అనుసంధానం చేస్తున్నరు. గూగుల్ మీట్, వెబెక్స్ మీట్, స్కైప్, జూమ్ ద్వారా పాఠాలు చెపుతున్నరు. రేడియో, టివి, యూట్యూబ్ ద్వారా పాఠాలను ప్రసారం చేస్తున్నరు. గూగుల్ ఫామ్ స్ తో పరీక్షలు నిర్వహిస్తున్నరు. అలవాటులేని ఈ కొత్త పద్ధతులతో విద్యార్థులు ఉపాధ్యాయులు అవస్థలు పడుతున్నరు. అయినా ప్రత్యామ్నాయ పద్ధతులు అలవరచుకోవటం తప్ప గత్యంతరం లేదు. బైజు, యూడెమి వంటి కోచింగ్ సంస్థలు పరిస్థితులను తమకు అనుకూలంగా మార్చుకొని దూసుకు పోతున్నయి. ప్రభుత్వ పరంగా ఎడ్యుకేషన్ టెక్నాలజీ సంస్థలు ప్రాంతీయ భాషలలో, హింది, ఇంగ్లిష్ లలో విస్తారంగా పాఠశాల స్థాయి పాఠాల రూపకల్పన చేస్తున్నాయి. స్వయంప్రభ, స్వయం సంస్థలు డిజిటల్ పాఠాలు అందిస్తున్నయి. మాస్ ఓపెన్ ఆన్లైన్ కోర్సెస్ (మూక్స్) కు దేశీయ రూపం స్వయం. ప్రసార భారతిలో పలు విద్యా చానెల్‌లు ప్రసారం అయితున్నయి. విశ్వవిద్యాలయాలలో ఎడ్యుకేషనల్ మల్టీమీడియా కేంద్రాలు నడుస్తున్నయి. నేషనల్ ఇన్‌స్టిట్యూట్ ఆఫ్ ఎడ్యుకేషనల్ ప్లానింగ్ అండ్ అడ్మినిస్ట్రేషన్ (ఎన్ఐఇపిఏ) లోని ఇన్ఫర్మేషన్ అండ్ కమ్యూనికేషన్ టెక్నాలజీ (ఐసిటి) విభాగం దేశవ్యాప్తంగా ఐసిటి ఆధారిత బోధనా విధానాలపై శిక్షణ ఇస్తున్నది. నేషనల్ ప్రోగ్రాం ఆన్ టెక్నాలజీ ఎన్‌హాన్స్‌డ్ లెర్నింగ్ (ఎన్‌పిటిఇఎల్) శాస్త్ర సాంకేతిక విద్యలో ఇటువంటి కృషి చేస్తున్నది. వైద్య విద్యలో కూడా ఎడ్యుకేషనల్ విడియోల తయారీ జరుగుతున్నది. అన్ని వైద్య కళాశాలలలో మెడికల్ ఎడ్యుకేషన్ యూనిట్‌లు నెలకొల్పి ఎడ్యుకేషన్ స్పెషలిస్ట్‌లను నియమించుకోవాలని మెడికల్ కౌన్సిల్ సిఫార్స్ చేసింది. ఆల్ ఇండియా ఇన్‌స్టిట్యూట్ ఆఫ్ మెడికల్ సైన్సెస్, మణిపాల్ అకాడమీ వంటి ప్రతిష్టాత్మక సంస్థలు విద్యార్థులకు యూట్యూబ్ చానెల్ లను, విడియో పాఠాలను ప్రోత్సహిస్తున్నవి. జాతీయ విద్యా విధానం 2020లో విద్యార్థులు ఈ డిజిటల్ యుగంలో మూక మనస్తత్వం నుంచి బయట పడి, ఎట్లా ఆలోచించాలో ఆ విధంగా మార్పు సాధించాలని లక్ష్యంగా పెట్టుకొన్నారు. ఈ కోవిడ్ కూడా ఒకందుకు కొత్త మార్గాలను వెదికి అలవరచుకోవటానికి దోహద పడుతున్నదని భావించవచ్చు.

                        భారత్ ప్రపంచంలోనే విస్తారమైన పాఠశాల విద్యా వ్యవస్థ కలిగిన దేశాలలో ఒకటి. 15 లక్షల పాఠశాలలు, 85 లక్షల ఉపాధ్యాయులు, వివిధ సామాజిక ఆర్థిక నేపథ్యం కల 25 కోట్ల చదువుకొనే పిల్లలు కలిగి ఉంది. నిర్బంధ ఉచిత ప్రాథమిక విద్య అమలులో ఉన్నది. గత సెన్సస్ ప్రకారం దేశంలో 74.04 శాతం అక్షరాస్యులు ఉన్నరు. గత సంవత్సరం ప్రపంచవ్యాప్తంగా నిర్వహించిన ఒక సర్వేలో నాణ్యతా సూచికలో 59.1, అవకాశాల సూచికలో 48.21 తో భారత్ 33వ స్థానంలో ఉంది. దేశీయ స్థూల ఉత్పత్తిలో 3.3 శాతం విద్య కోసం ఖర్చు పెడుతున్నము. అన్ని స్థాయిలలో నియత విద్యా సంస్థలతో పాటు, అనియత ముక్త విద్యా అవకాశాలు ఉన్నయి. ప్రభుత్వ సంస్థలతో పాటు ప్రైవేట్ విద్యాసంస్థలూ ఉన్నయి. దేశంలోని 70 శాతం కళాశాలలు ప్రైవేట్ యాజమాన్యంలో ఉన్నయి. రాజస్థాన్ లో ఎక్కువ ప్రైవేట్ విశ్వవిద్యాలయాలు, కర్నాటకలో ఎక్కువ ప్రైవేట్ మెడికల్ కాలెజ్ లు ఉండగా, ప్రైవేట్ పాఠశాలలు అతి ఎక్కువ కలిగిన రాష్ట్రం గోవా. అనేక అసమానతలున్న మన సమాజంలో అందరికీ సమాన విద్య అనేది కష్టసాధ్యమైన ప్రక్రియ. అయినప్పటికీ అవాంతరాలను అధిగమిస్తూ దేశం విద్యారంగంలో ముందుకు సాగుతున్నది, మేటిగా నిలుస్తున్నది.
